Silver Beaver recipients recognized at Volunteer Banquet

2013 Silver Beaver Class 

The Palmetto Council is excited to recognize the volunteer efforts of four individuals by presenting them the Silver Beaver Awards.  The Silver Beaver is the highest award a local council can bestow upon a volunteer.  Please join us in congratulating our 2013 Silver Beaver Class!  

Barbara Beers

Barbara is a dedicated Scouter who has served five different councils in as many states and three BSA regions.  Her more than thirty-five year Scouting adventure began when she became a Post committee member in the Northeast Region when her son was only four years old.  Barbara has held many positions during her service to the Boy Scouts.  Among that long list are Den Mother, Den Leader Coach, Cub Trainer, District Cub Training Chair, Cub Scout Roundtable Staff, Cub Scout Roundtable Commissioner, Unit Commissioner, and Assistant Council Commissioner for Training.  She attended Train the Trainer, Wood Badge and the Philmont Training Center and served on Pow Wow staff and chaired a very successful Pow Wow.   Earning her bachelors and masters degrees in Commissioner Science she served as Dean of the Roundtable Program and registrar for a tri-council College of Commissioner Science.  Upon locating to the Rock Hill area Barbara immediately became a member-at-large of the York District Committee, chaired the York Scouting for Food campaign, co-chaired the Council Scout Show and was on the staff of the Palmetto/Mecklenburg 100th Anniversary Scout Show at Carowinds in 2010.  She is currently a member of the committee of both Pack and Crew 422 and the First Mate of Sea Scout Ship Lake Wylie and will soon become the Ship Chartered Organization Representative and Committee Chair.  Her awards include the Den Leader’s Training Award, the Arrowhead Honor, the Commissioner’s Training Award, the Commissioner’s Key, the Wood Badge Award, and the District Award of Merit.  She is a James E. West Fellow.  Out side of Scouting she has served her church as Sunday school teacher, vacation bible-school teacher, financial secretary and treasurer.  She has been a member of the American Society of Safety Engineers and is currently a member of the Catawba Sail and Power Squadron serving as Historian and was recently elected as the Squadron Secretary.

Richard B. Cash 

Richard began his 30 years of Scouting as a Cub Scout in Pack 18 where he earned the Arrow of Light.  He earned Eagle Scout while a member of Troop 18.  Richard served on staff at Camp Bob  Hardin as a youth where he managed the Trading Post and was also a staff member at the 1989 National Jamboree.  Richard is a Vigil Honor member of Skyuka Lodge where he has received  numerous awards.  Other areas of   involvement include attending several  National Order of the Arrow Conferences as a youth and an adult and attending Philmont National Scout Ranch.   He is a past Chief of Skyuka Lodge and has been an adult advisor for many years.   Richard is the current District Commissioner for the Daniel Morgan District.  He is the son of Richard and Amy Cash and a lifelong resident of Cowpens.  His dad was his Scoutmaster and also a veteran Scouter.

Larry Fann 

Larry began his Scouting journey in 1958 at the age of 8.   He joined the Sea Scout Ship 19 and Explorer Unit 19.  In 1962 he joined the Order of the Arrow in the Skyuka Lodge.  He received his rank of Eagle Scout in 1962.  In 1965, Spartanburg City Defense Agency awarded him with a certificate as a Radiological Monitor.  He graduated high school, joined the United States Army and married his high school sweetheart in 1968.  While serving 9 years of military service in Europe and the United States, he remained affiliated with local Scouting programs influencing many young men to achieve the rank of Eagle Scout.  Larry received a Bachelors Degree in Accounting in 1982.  He became Scoutmaster of Troop 211.  Some of Larry’s accomplishments are earning rank of Brotherhood, completing Wood Badge, District Award of Merit and Scoutmaster Award of Merit and Order of the Arrow Vigil member.  Other areas of involvement include annual attendance of Camp Bob Hardin, attended 100th National Jamboree, and attended SeaBase in 2011.  Larry is a  husband, father, grandfather, brother, business owner, Cubmaster, Scoutmaster, mentor and friend to many.  Larry has served in the Scouting program for over 55 years.

David Harllee

David joined Scouting as a Den Leader when the younger of his two sons joined Cub Scout Pack 108 in 2005.  Shortly afterward his older son joined in on the Scouting fun by becoming a member of Troop 108 at which time David signed up as an Assistant Scoutmaster with Troop 108 as well.  In 2008 David was asked to serve as Scoutmaster of Troop 108 - an office he holds to this day.  Under his leadership the troop has sustained a membership of over 50 boys each year and there have been no less than a dozen Eagle Scout badges awarded.  David also involves himself in Scouting on the district and council level as past York District activities  chairman and as a member of  the Palmetto Council Shooting Sports Committee.  Additionally, he is always ready to assist with any project as needed and has, or knows somebody that has, just the tool or piece of power equipment that is needed to complete the project.  He is a Palmetto Award recipient, a Daniel Carter Beard Masonic Scouter Award recipient and is a Vigil Honor member of Skyuka Lodge of the Order of the Arrow.
