The Palmetto Council will provide enduring resources for youth within our Council to prepare them for life, guided by the Scout Oath & Law

Four Strategic Pillars

Pillar I: Strong Districts

GOAL I: Districts should be structured to provide effective support to units
GOAL II: Districts must have clear functions that are aligned with those of the Council and its strategic plan
GOAL III: Districts must be effectively staffed to provide needed support to units

Pillar II: Quality Facilities

GOAL I: Properties are properly maintained and provide maximum benefit to membership
GOAL II: Adequate funding is available for annual maintenance and development without operational impact
GOAL III : Expand non-scout usage of Council properties

Pillar III: Membership Growth & Cultural Competency

GOAL I: Diversify charter partners and improve school based relationships
GOAL II: Develop local market branding strategy and increase community presence throughout year
GOAL III: Grow membership through improved retention and diversification of membership

Pillar IV: Financial Planning

GOAL I: Increase annual operating revenue to support capacity and operating surplus growth
GOAL II: Consistent annual capital revenue sufficient to maintain and develop Council properties
GOAL III: Accelerate endowment growth to provide greater annual return to Council
