The Palmetto Council is divided into two Districts. Daniel Morgan (Cherokee, Spartanburg and Union Counties) and York (Chester, Lancaster, and York Counties).

Each year the Council provides two product sale opportunities for Units to raise money. Both the annual popcorn and Scouting Adventure Card Sales allow Scouts to take part in fundraising to help support their Scouting journey.

Scouting America has policies and procedures that must be followed whena Unit decides to fundraise outside of Council operated opporunities such as Popcorn and Scouting Adventure Cards.
